No, I wouldn't say both need each other (at least if you are talking about digital tech). However, both are enhanced and inspired by the other, and together can explore areas neither could address alone.
Is art necessary to produce new technology?
No. But its useful to sell it ;)
Does new technology inspire new art?
Yes - definately. Both as a medium and as subject in terms of our relationship to new technology. This has always been true and always will be.
